The purpose of this RFP is to fund one individual or organization to provide services to plan, develop, and facilitate the 2022 CTCP Health Equity Summit (Summit) and develop a draft statewide Health Equity Plan (Plan) to advance health equity in tobacco control for California.

The awardee will implement a pre-populated Scope of Work (SOW), which includes collaboration with a Summit planning workgroup and the California State University, Sacramento (CSUS), coordinating and leading Summit activities, creating pre and post-Summit materials, and using feedback from the Summit and virtual Listening Sessions to develop the comprehensive Health Equity Plan for CTCP and their partners. Logistics for the Summit and virtual Listening Sessions will be provided by CSUS, including securing the venue, establishing travel and lodging arrangements for speakers and participants, processing travel claims, and printing materials.

The Summit Facilitator/Plan Writer solicitation provides an opportunity for individuals or organizations who work to advance health equity to identify the inequitable systems that influence tobacco-related disparities, facilitate discussions and activities to identify strategies that will address inequities in tobacco use among priority populations, and promote collaboration to end the tobacco epidemic.

California public or private non-profit entities are eligible to apply for these funds. These entities may include, but are not limited to: local health departments, hospitals, community clinics, voluntary health organizations, colleges and universities, county offices of education, school districts, health maintenance organizations, professional health associations, and professional health education associations. Local Lead Agencies shall be ineligible for awards under this Request for Proposal (RFP), unless the Local Lead Agency is a participant within a consortium of community-based organizations or non-profit organizations. State of California government agencies other than state universities, colleges, and community colleges are not eligible. Any applicant that accepts funding from a tobacco, electronic cigarette, or cannabis company or one of its subsidiaries or has an affiliation or contractual relationship with a tobacco, electronic cigarette, or cannabis company or one of its subsidiaries during the term of this grant is not eligible for these funds. For colleges and universities, this requirement applies specifically to the Principal Investigator and any investigators associated with the funded project; this requirement applies during the term of the project and for a five-year period preceding the start date of the contract. Certification to this effect is required. Acceptance of such funds during the term of the grant is grounds for termination. The above does not apply where an organization receives funds from a tobacco, electronic cigarette, or cannabis entity pursuant to a court order, a statutory directive, or a negotiated settlement between the California Attorney General’s Office and a tobacco, electronic cigarette, or cannabis company entity.
 

Each proposal that complies with the administrative requirements and completeness will be evaluated and scored according to the selection criteria by a review committee on a scale of 0 to 100 points. The review committee may include representatives of CDPH, other state agencies, and subject matter experts. To be eligible for funding, an Application must receive a score of 75 points or more. However, scoring 75 points or more does not guarantee funding or funding at the level requested. Funding decisions may also be made to ensure the following: No duplication or overlap of efforts with existing CTCP-funded projects, adequate representation of the indicators addressed, and balanced representation of the types of organizations funded. CTCP reserves the right to not fund any of the Applications received for this RFP.

The source of funding is Prop 56, the California Healthcare, Research, and Prevention Tobacco Act of 2016. The total maximum award for the twelve-month contract term is $150,000. Unexpended funds do not carry over from one fiscal year to the next fiscal year without prior approval and contract amendment. The fiscal year begins July 1 and ends June 30 of the following year. Funding is contingent upon available revenues, appropriation by the Legislature and the Governor, multi-year spending authority, and CDPH/CTCP funding priorities and/or legal or administrative limitations. Continued funding for the contract will be dependent upon successful Proposer performance. Performance is based on the required progress report.
