This Request for Application (RFA) seeks to fund one (1) Statewide Priority Population Coordinating Center (PPCC), to coordinate and foster interactive and integrative collaboration and communication among California Department of Public Health, California Tobacco Prevention Program (CDPH/CTPP)-funded projects, as well as other state, regional, and local partners to address tobacco-related disparities. The PPCC will focus on each of the following population groups starting July 1, 2026: 1) African American/Black; 2) Asian American/Native Hawaiian/Pacific Islander (AANHPI); 3) Latino; 4) Lesbian, Gay, Bisexual, Transgender, Queer or Questioning (LGBTQ+); 5) Rural communities. Starting July 1, 2027, the PPCC will also incorporate collaboration and communication with American Indian and Alaska Native populations.

Organizational Type

1. Applicants must be qualified through the Secretary of State to do business in California.
2. Eligible entities must be public or private non-profit agencies and submit proof of their non-profit status with their Application. Either certification from the State of California, Office of Secretary of State, or a letter from the Department of Treasury, Internal Revenue Service (IRS) classifying the agency as a non-profit agency is acceptable proof. For examples, see Appendix 4: Sample Non-Profit Status Letter.
3. Local Lead Agency (LLA) Applicants: Pursuant to H&S Code Section 104440, LLAs are ineligible for awards under the competitive grants program unless the Applicant is a participant within a consortium of community-based organizations or non-profit agencies. Consortium partners do not need to be funded equally. If a consortium Application includes an LLA, the LLA must be the primary Applicant and serve as the administrative hub for the consortium partners. An LLA consortium Applicant should include no more than two additional partners. In an LLA consortium Application, the LLA may not be the recipient of more than one-third of the budget request. Ineligible Applications will not be reviewed.
4. Applicants may subcontract with an agency/organization to perform a component of the Scope of Work (SOW) if the Applicant requires a level of expertise that extends beyond what is available within their agency, or when the work may be more appropriately completed by another agency/organization. If a subcontractor is receiving 60% or more of the total budget, a Memorandum of Understanding (MOU) between the prime Applicant and subcontractor must be submitted with the Application. See Appendix 5: Template Memorandum of Understanding for an example of what the MOU must contain. The MOU must be written on official letterhead, set the terms and understanding between the primary applicant and the partner, and include other relevant details demonstrating the relationship between the Applicant and the partner. 5. State of California agencies other than state universities, colleges, and community colleges are not eligible.

Selection Criteria

Each Application that complies with the administrative requirements and completeness will be evaluated and scored by a review committee on a scale of zero (0) to one hundred (100) points. The review committee may include representatives of CDPH, other state agencies, and non-scoring subject matter experts. To be eligible for funding, an Application must receive a score of 75 points or more. Of note, a score of 75 points or more does not guarantee funding or funding at the level requested. CDPH/CTPP reserves the right to not fund any of the Applications received for this RFA.

The maximum award for the full 36-month period is $3,700,000 for the awardee. Funding is contingent upon available revenues, appropriation by the Legislature and the Governor, multi-year spending authority, and CDPH/CTPP funding priorities and/or legal or administrative limitations.
