The purpose of this Solicitation is to request competitive proposals from California-based agencies or organizations to assist TEROC in producing the 2027-2028 TEROC Plan. TEROC is a legislatively mandated oversight committee that monitors the use of Proposition 99 and Proposition 56 tobacco tax revenues for tobacco control, prevention education, and tobacco-related research in California. This plan will outline TEROC’s strategic goals and serve as a call to action for stakeholders, partners, and allies working to reduce tobacco use and tobacco industry influence in California. It will include objectives and strategies aimed at addressing many different areas of tobacco prevention, policy recommendations for policymakers, progress reports and implementation strategies for priority populations most impacted by tobacco, recommendations on administrative agreements, funding priorities, and integration and coordination of approaches by the advisory agencies to TEROC.

Organizational Type and Conditions

• - Any public or private entities with a permanent place of business in California are eligible to apply for these funds. Agencies claiming private non-profit status must submit proof of their non-profit status with their proposal. Either certification from the State of California, Office of Secretary of State, or a letter from the Department of Treasury, Internal Revenue Service (IRS) classifying the agency as a non-profit  agency is acceptable proof.
   
• - To avoid any real or apparent conflict of interest, agencies must certify that it and any of its proposed subcontractors, employees, officers, and directors will not accept funding from nor have an affiliation, contractual relationship, or engage in a corporate responsibility with the tobacco industry, tobacco industry subsidiaries, electronic cigarette/vaping companies and cannabis companies, or related industries.
   
• - Agencies able to provide a State of California Franchise Tax Board Entity Status Letter to certify that they are in good standing, fiscally stable, and qualified to conduct business with the State of California.
   
• - By submitting a proposal, agencies acknowledge and agree to comply with all terms and conditions in the Solicitation. Any costs incurred by those participating at any stages of this Solicitation are the sole responsibility of the Proposer and will not be reimbursed by California Department of Public Health/California Tobacco Prevention Program (CDPH/CTPP).

**Final Award cannot be made until all appeals have been resolved. It is the Proposer’s responsibility to check for notices and addenda for this Solicitation on the TCFOR website throughout the Solicitation process

The maximum award for the full 17-month period is $170,000.00. The actual contract award may be lower than the anticipated available funding. Funding is contingent upon available revenues, appropriation by the Legislature and the Governor, multi-year spending authority, and CDPH funding priorities and/or legal or administrative limitations. Continued funding for the contract will be dependent upon successful contractor performance.
