The purpose of this Request for Application (RFA) is to fund up to 43 local projects with three or more years of demonstrated agency experience and capabilities in tobacco prevention for a period of 36 months to accelerate momentum toward ending California’s tobacco epidemic through policy, system, and environmental change strategies by increasing community engagement within populations that have been disproportionately targeted by the tobacco industry. “Priority populations” include the following population groups: African American/Black; Asian/Native Hawaiian/Pacific Islander; Latino; and Lesbian, Gay, Bisexual, Transgender, Queer or Questioning (LGBTQ+); and rural residents.

This RFA requires awardees to work on a minimum of one policy objective focused on indicators that will engage priority population groups to end the tobacco epidemic, and one asset objective that is designed to support local policy campaign(s) by recruiting organizations and individuals. Awardees will implement prescribed intervention and evaluation activities. 
 

The purpose of this message is to notify all prospective applicants that the California Department of Public Health, California Tobacco Prevention Program (CDPH/CTPP) identified an error in the Budget Justification application section in the Online Tobacco Information System (OTIS).

As shown in the image below, the Fiscal Year (FY) labels on the Budget Justification Index were out of order.

Please be advised that this error has been fixed, however, please check your budget prior to application submission to ensure amounts are budgeted in the correct FY.

Eligibility

1. The Applicant must have three (3) or more years of demonstrated agency experience in tobacco prevention work. 
2. California public or private non-profit entities with a permanent place of business in California or are qualified through the Secretary of State to do business in California are eligible to apply for these funds.
3. Eligible entities include, but are not limited to: Local Health Departments, Hospitals, Community Clinics, Voluntary Health Organizations, American Indian Tribes, Colleges and Universities, County Offices of Education, School Districts, Health Maintenance Organizations, Professional Health Associations, and Professional Health Education Associations.
4. Applicants claiming private non-profit status must submit proof of their non profit status with their Application. Either certification from the State of California, Office of Secretary of State, or a letter from the Department of Treasury, Internal Revenue Service (IRS) classifying the agency as a non profit agency is acceptable proof. For examples, see Appendix 4: Sample Non-Profit Status Letter. 
5. Local Lead Agency (LLA) Applicants: Pursuant to H&S Code Section 104440, LLAs are ineligible for awards under the competitive grants program unless the Applicant is a participant within a consortium of community based organizations or non-profit agencies. Each member of the consortium must be located and/or working in one or more of the counties within the region. Consortium partners do not need to be funded equally. If a consortium Application includes an LLA, the LLA must be the Applicant agency and serve as the administrative hub for the consortium partners. An LLA consortium Applicant should include no more than two additional partners. In an LLA consortium Application, the LLA may not be the recipient of more than one-third of the budget request. Ineligible Applications will not be reviewed.
6. Non-LLA Applicants: May submit an Application reflecting a consortium of up to three (3) agencies, including the prime Applicant. Consortium partners do not need to be funded equally. If a consortium Application is submitted, the lead organization must be the Applicant that will serve as the administrative hub for the consortium partners.
7. State of California agencies other than state universities, colleges, and community colleges are not eligible.
8. Eligible agencies may apply to RFA CG 24-10095 Ending California’s Tobacco Epidemic in Every Community and Solicitation CG 24-10417 Statewide Messaging and Communications to End California's Tobacco Epidemic; however, CTPP strongly encourages agencies to select and apply to the one that best aligns with their demonstrated experience and capabilities.
    

Selection Criteria

Each Application will be evaluated and scored according to the scoring criteria outlined in Appendix 9: Application Scoring Criteria by a review committee on a scale of zero (0) to 100 points. The review committee may include representatives of CDPH, other state agencies, and non-scoring subject matter experts. To be eligible for funding, an Application must receive a score of 75 points or more.

Of note, a score of 75 points or more does not guarantee funding or funding at the level requested. CDPH/CTPP reserves the right to not fund any of the Applications received for this RFA. Funding decisions may also be made to ensure:

   •   No duplication or overlap of efforts with existing CDPH/CTPP-funded projects.

   •   Balanced representation of the types of organizations and/or projects funded.

   •   Balanced representation of the priority populations served by the funded projects,
        including race/ethnicity and geographic considerations.

Certify No Tobacco Industry Conflict

To avoid any real or apparent conflict of interest, the Applicant must certify that it and any of its proposed subcontractors, employees, officers, and directors will not accept funding from nor have an affiliation, contractual relationship, or engage in a corporate responsibility with the tobacco industry, tobacco industry subsidiaries, electronic cigarette/vaping companies and cannabis companies, or related industries. The maximum award for the full 36-month period is $900,000 per awardee. Up to $38.7 million is anticipated to be distributed among all awardees. Funding is contingent upon available revenues, appropriation by the Legislature and the Governor, multi-year spending authority, and CDPH/CTPP funding priorities and/or legal or administrative limitations.
