Organizational Type and Conditions
Any public, private nonprofit, or for-profit entity or organization qualified through the Secretary of State to do business in California, is eligible to apply for this Solicitation. Agencies claiming private non-profit status must submit proof of their non-profit status with their proposal. Either certification from the State of California, Office of Secretary of State, or a Letter from the Department of Treasury, Internal Revenue Service (IRS) classifying the agency as a non-profit agency is acceptable proof. For examples, see Appendix 1: Sample Non-Profit Status Letter.
All agencies submitting proposals must certify whether a conflict of interest with any tobacco, e-cigarette, cannabis, or related industries exists (see Appendix 2: Certification of Non-Acceptance of Tobacco Funds). See Part II. F, Additional Documents for details. If a conflict exists, the organization must provide additional clarification and documentation regarding the nature and extent of the Conflict of Interest. See Appendix 3: Conflict of Interest Certification for more details.
Agencies must also be able to provide a State of California Franchise Tax Board Entity Status Letter to certify that they are in good standing, fiscally stable, and qualified to conduct business with the State of California. See Part II, Section A.1.e, “Tax Debtor List” in this Solicitation for more details.
By submitting a proposal, agencies acknowledge and agree to comply with all terms and conditions in the Solicitation. Any costs incurred by those participating at any stages of this Solicitation are the sole responsibility of the Proposer and will not be reimbursed by CDPH/CTCP.
Required Experience
The Proposer and/or Subcontractors or Consultants should demonstrate the following:
a. At least five (5) years of experience in designing, planning, and implementing the evaluation of at least two (2) multimedia campaigns (i.e., multiple channels such as broadcast and cable television, terrestrial and digital radio, social media, out-of-home such as billboards) among multicultural target audiences (i.e., populations diverse by demographics, geography, economic status, language used, sexual orientation and/or gender identity, and other hard-to-reach populations);
b. At least five (5) years of experience conducting complex quantitative analyses of social norm change, including consumer attitudes, public awareness, and attitude shifts;
c. At least five (5) years of experience in online data collection and capacity for oversampling, especially among CDPH/CTCP populations of interest (i.e., people who are African American/Black, people who are Hispanic/Latino, people who speak Spanish, people are LGBTQ, people who have low incomes, and/or people experiencing mental health challenges);
d. At least three (3) years of experience in survey development, including cognitive and pilot testing; recruiting survey participants of adults, including Spanish speaking adults, for an online survey panel (cross-sectional or longitudinal); conducting internet-based survey data collection; survey administration; and performing quantitative analysis of the survey data on the impact of advertisements on knowledge, attitudes, beliefs, behaviors and actions, and support for policy;
e. At least three (3) years of experience of staff, Subcontractors and/or Consultants across the following areas: media campaign evaluations, evaluation study design, online survey data collection, experience with large dataset management and creation of appropriate survey weights, utilizing a mix of media delivery measures (e.g., target ratings points, social media impressions), quantitative data analysis methods, results dissemination, and development and maintenance of a data dashboard; and
f. At least five (5) years of experience managing projects with a budget of $500,000 or greater per year.
