CG 21-10198, African American/Black Statewide Coordinating Bridge

The California Department of Public Health intends to award grants to the following agencies in response to Request for Application #21-10198, African American Black/Statewide Coordinating Center Bridge:

1. The URSA Institute

The California Department of Public Health, California Tobacco Control Program (CDPH/CTCP) is issuing this solicitation for the purpose of funding one (1) public, or private-nonprofit agency to ensure that an African American/Black Statewide Coordinating Center is fully functional through April 23, 2023 on par with the services provided by the Statewide Coordinating Centers that were funded by RFA 17-10593 Priority Population Coordinating Centers to serve the 1) Asian and Pacific Islander; 2) Hispanic/Latino; and 3) Lesbian, Gay, Bisexual, Transgender, Queer (LGBTQ) populations. Each of these Statewide Coordinating Centers was fully-funded at approximately $2.5 million each for the 5-year grant term. The successful applicant for the African American/Black Statewide Coordinating Center, under RFA 17-10593, requested and was awarded approximately $1.8 million. As a result of under-budgeting, the activities in the last 16-months of the African American/Black Statewide Coordinating Center are limited in scope and not comparable to the services being provided by the three other priority population Statewide Coordinating Centers funded under RFA #17-10593 Priority Population Coordinating Centers.

CDPH/CTCP determined that it is of high public health importance to maintain full Statewide Coordinating Center services for the African American/Black community. Because RFA #17-10593 Priority Population Coordinating Centers restricted augmentations to award recipients, CDPH/CTCP did not have the authority to augment the recipient of the African American/Black Statewide Coordinating Center grant to maintain the full complement of Statewide Coordinating Center activities. Consequently, the purpose of this RFA is to provide funding to a qualified applicant to provide specific African American/Black Statewide Coordinating Center services for the period January 1, 2022 through April 30, 2023 to ensure that the African American/Black population has access to services comparable to the other Statewide Coordinating Centers.

Only California public or private non-profit entities are eligible to apply for these funds.     Applicants must submit proof of their non-profit status with their application. A 501(c)(3) letter from the Department of Treasury, Internal Revenue Service (IRS) classifying the agency as a non-profit agency is acceptable proof.

The Applicant must demonstrate a minimum of five (5) years of experience working with the African American/Black populations in California on tobacco use prevention and reduction efforts, that it is a California-based organization with regular ongoing programming and/or services provided in California, and that it has a principal place of business in California.

The Applicant must certify that it as well as proposed subcontractors, employees, officers, and directors of the Applicant do not have any real or apparent conflict of interest with the tobacco, electronic cigarette, or cannabis industry.  Additionally, the Applicant must be in good standing with various state agencies specified in the solicitation.

**Final Award cannot be made until all appeals have been resolved.

Funding will be available from the California Healthcare, Research, and Prevention Tobacco Act of 2016 (Prop 56). Up to $605,000.00 is available to fund one (1) project for 16 months to implement a prescribed and pre-populated scope of work. Funds available for Budget Period 1 (January 1, 2022 – June 30, 2022) is $276,772. Funds available for Budget Period 2 (July 1, 2022 – April 30, 2023) is $328,228. Applications must cover the entire 16-month period and conform to the prescribed and pre-populated scope of work that will be released with the RFA. Unexpended funds do not carry over from Budget Period 1 to Budget Period 2. Funding is contingent upon available revenues, appropriation by the Legislature and the Governor, multi-year spending authority, and CDPH/CTCP funding priorities and/or legal administrative limitations. Continued funding for the grant will be dependent upon successful Contractor performance. Performance will be evaluated based on required progress reports.
