The purpose of this Request for Application (RFA) is to fund up to five (5) projects to reduce tobacco-related health disparities and achieve health equity among rural communities through regional approaches directed towards policy and systems change focused on tobacco use prevention and reduction. Applicants may submit more than one (1) application. Each application submitted may only address one (1) region.

Eligibility

• California public or private non-profit entities are eligible to apply for these funds. These entities may include, but are not limited to: local health departments, hospitals, community clinics, voluntary health organizations, colleges and universities, county offices of education, school districts, health maintenance organizations, professional health associations, and professional health education associations.
• Local Lead Agencies shall be ineligible for awards under this Request for Application (RFA), unless the Local Lead Agency is a participant within a consortium of community-based organizations or non-profit organizations.
• State of California government agencies other than state universities, colleges, and community colleges are not eligible.
• Any agency that receives funding from, or has an affiliation or contractual relationship with a tobacco company, any of its subsidiaries, or a parent company, during the term of the grant, is not eligible for funding under this RFA. Acceptance of such funds during the term of the grant is grounds for termination.

   

Selection Criteria

Each application that complies with the administrative requirements and completeness will be evaluated and scored according to the selection criteria by a review committee on a scale of zero to 100 points. The review committee may include representatives of the California Department of Public Health (CDPH), other state agencies, and subject matter experts. To be eligible for funding, an application must receive a score of 70 points or more. However, scoring 70 or more does not guarantee funding or funding at the level requested. Funding decisions may also be made to ensure:

• No duplication or overlap of efforts with existing CTCP-funded projects.
• Adequate representation of the indicators addressed.
• Balanced representation of the types of organizations funded.

CTCP reserves the right to not fund any of the applications received for this RFA.

[1] Final Award cannot be made until all appeals have been resolved.

Funding will be available from the California Healthcare, Research, and Prevention Tobacco Act of 2016, Proposition 56. The total amount of funding available is up to $8,853,045 for the 60-month grant period. Funding is contingent upon available revenues and appropriations by the Legislature and the Governor’s Budget for fiscal year (FY) 2018-19 and subsequent FYs. If full funding does not become available, CTCP may cancel the grant or amend it to reflect the decreased funding and reduced deliverables.
