The purpose of this Request for Application (RFA) is to fund up to 27 projects to reduce tobacco-related health disparities and achieve health equity among African American/Black, Asian/Pacific Islander, Hispanic/Latino, and Lesbian, Gay, Bisexual, Transgender, Queer (LGBTQ) populations through regional approaches directed towards policy and systems change focused on tobacco use prevention and reduction. Applicants may submit multiple applications for different regions and/or populations; however, each application is to focus on one population within a specified geographic region.

(NEW!)- Consensus Review Scoring Tools

Due to a system-wide network outage, the California Department of Public Health (CDPH), California Tobacco Control Program (CTCP) is unable to post the consensus review scoring tools or mail out decision letters at this time.

The deadline to file a dispute will be extended to Friday, December 29, 2017 by 5:00pm, PST.

Eligibility

• California public or private non-profit entities are eligible to apply for these funds.
• State of California agencies other than state universities, colleges, and community colleges are not eligible.
• Any agency that receives funding from, or has an affiliation or contractual relationship with a tobacco company, any of its subsidiaries, or a parent company, during the term of the grant, is not eligible for funding under this RFA. Acceptance of such funds during the term of the grant is grounds for termination.

Selection Criteria

Each application that complies with the administrative requirements and completeness will be evaluated and scored according to the selection criteria by a review committee on a scale of zero to 100 points. The review committee will include representatives of CDPH, other state agencies, and non-scoring subject matter experts. To be eligible for funding, an application must receive a score of 70 points or more. However, scoring 70 or more does not guarantee funding or funding at the level requested. CDPH/CTCP reserves the right to fund applications that score less than 70 points in certain circumstances. Funding decisions may also be made to ensure:

• No duplication or overlap of efforts with existing CTCP-funded projects.
• Adequate representation of the indicators addressed.
• Balanced representation of the types of organizations funded.

CTCP reserves the right to not fund any of the applications received for this RFA.

Funding will be available from the California Healthcare, Research, and Prevention Tobacco Act of 2016, Proposition 56. The total amount of funding available is up to $45,933,130 for the 60-month grant period. Funding is contingent upon available revenues and appropriations by the Legislature and the Governor’s Budget for fiscal year (FY) 2017-18 and subsequent FYs.
