Minimum required qualifications for PR agencies include: a currently operating, full-service, California-based office that has been in business since January 1, 2013, and has had minimum annual gross billings of $1.3 million in two of the past three years; evidence of financial stability; and no conflict of interest with the tobacco, electronic cigarette, or related industries.
