The purpose of these Local Lead Agency (LLA) Comprehensive Tobacco Prevention Guidelines is to: 1) direct each of the 61 designated LLAs in the development of a comprehensive tobacco prevention plan as required by Health and Safety Code (HSC) 104375; and 2) provide the incorporation of the LLA allocation pursuant to funding made available as a result of Proposition 99 (Prop 99), the Tobacco Tax and Health Protection Act of 1988 and Proposition 56 (Prop 56), the California Healthcare, Research and Prevention Tax Act of 2016. This plan shall be known as the 2027-2030 Local Lead Agency Comprehensive Tobacco Prevention Plan.

As provided for in HSC Section 104400, county and city local health department per Welfare and Institutions Code 16800 are designated as LLAs and may elect to enter into an agreement with CDPH/CTPP to implement a comprehensive tobacco prevention program. LLAs may subcontract the tobacco prevention program to another qualified government or nonprofit agency, following CDPH/CTPP Guidelines and procedures, to ensure program objectives are achieved through collaboration.

An LLA may also decline acceptance of the funds. In this event, or if found noncompliant with legislative requirements, the LLA will be subject to the remedial action described in HSC Section 104380 (h) and (3).
