The purpose of this Solicitation is to request competitive proposals from eligible experienced agencies to conduct a biennial, school-based, probability survey of California youth on tobacco use behaviors and attitudes. Tobacco use behaviors may include, but are not limited to, product use, dependence, susceptibility, access, and secondhand exposure. Surveillance will also include limited attitude, opinion, and co morbid substance use questions, primarily as they relate to patterns and predictors of tobacco use (e.g., flavor perceptions, social norms). Services include: recruiting schools to participate; developing a sampling framework; developing data collection instruments; programming, cognitive testing, pilot testing and administering surveys; data management; data cleaning and weighting; data analysis; creation of the California Youth Tobacco Survey statewide report and county profiles; and disseminating major findings.

California Department of Public Health (CDPH), California Tobacco Prevention Program (CTPP) seeks to contract with an established and accomplished agency to track youth tobacco use behaviors and attitudes in California on a biennial basis. The selected Contractor will conduct two biennial school-based surveys (in 2026 and 2028) in computer/web format to middle and high school (8th, 10th, and 12th grades) students attending public schools in California. The primary goal of this project is to collect data on youth tobacco use, emerging tobacco product use, exposure to secondhand smoke or vapor, susceptibly, access, and co-use of tobacco and other substances among California youth. A secondary goal is to collect data on attitudes, opinions, and co-morbid substance use related to tobacco use.

The successful Contractor will:

•  Develop, in consultation with CDPH/CTPP, a sampling and recruiting plan for the two biennial surveys that include state-wide and county/county grouping estimates;

•  Develop, in consultation with CDPH/CTPP, the California Youth Tobacco Survey survey measures and, where possible, ensure that survey measures are comparable to national youth tobacco surveys as directed by CDPH/CTPP;

•  Recruit schools to participate in and administer the survey;

•  Provide data management and data analysis services;

•  Prepare two (2) detailed reports on key findings from each survey wave as directed by CDPH/CTPP;

•  Prepare brief county-specific biennial reports on current youth tobacco use prevalence, behaviors, and attitudes from each survey wave;

•  Translate and disseminate survey findings to public health, school, and other professional audiences; and

•  Maintain regular and frequent communication with CDPH/CTPP on the progress of the project.
