The purpose of this Request for Application (RFA) is to fund five (5) Statewide Coordinating Center grants for the following priority populations: 1) African American/Black; 2) Asian American/Native Hawaiian/Pacific Islander; 3) Latino; 4) Lesbian, Gay, Bisexual, Transgender, Queer, or Questioning (LGBTQ+); and 5) Rural communities. The purpose of the Coordinating Centers is to foster interactive and integrative collaboration and communication for CTCP funded projects serving priority populations and their networks. The Coordinating Centers are expected to accelerate the adoption, implementation and impact of policy and system change campaigns through community education, capacity building, and community organizing activities.

Eligibility

1. California public or private non-profit entities are eligible to apply for these funds. These entities may include, but are not limited to local health departments, hospitals, community clinics, voluntary health organizations, colleges and universities, county offices of education, school districts, health maintenance organizations, professional health associations, and professional health education associations.
2. Local Lead Agencies shall be ineligible for awards under this Request for Application (RFA), unless the Local Lead Agency is a participant within a consortium of community-based organizations or non-profit organizations.
3. State of California government agencies other than state universities, colleges, and community colleges are not eligible.
4. Any agency that receives funding from or has an affiliation or contractual relationship with a tobacco company, any of its subsidiaries, or a parent company, during the term of the grant, is not eligible for funding under this RFA. Acceptance of such funds during the term of the grant is grounds for termination.

Selection Criteria

Each application that complies with the administrative requirements and completeness will be evaluated and scored according to the selection criteria by a review committee on a scale of zero to 100 points. The review committee may include representatives of the California Department of Public Health (CDPH), other state agencies, and subject matter experts. To be eligible for funding, an application must receive a score of 75 points or more. However, scoring 75 or more does not guarantee funding or funding at the level requested. Funding decisions may also be made to ensure balanced representation of the types of organizations funded.

CTCP reserves the right to not fund any of the applications received for this RFA.

For awardees of the African American/Black; Asian American/Native Hawaiian/Pacific Islander; Latino, and LGBTQ+ PPCCs, up to $5.1 million is available to fund up to four (4) organizations for a thirty-eight (38) month grant period to implement a prescribed scope of work ($400,000 per year per organization). Funds available for Budget Period 1 (May 1, 2023-June 30, 2023) are $266,668 ($66,667 per organization). Funds available for Budget Period 2, 3 and 4 (July 1, 2023- June 30, 2026) are $4.8 million ($1.2 million per organization).

For the awardee of the Rural Statewide PPCC, up to $900,000 is available to fund up to one (1) organization for a twenty-seven (27) month grant period to implement a prescribed scope of work ($400,000 per year). Funds available for Budget Period 1 (April 1, 2024-June 30, 2024) are $100,000. Funds available for Budget Period 2 and 3 (July 1, 2024- June 30, 2026) are $800,000.

Funding is contingent upon available revenues and appropriations by the Legislature and the Governor, multi-year spending authority, and CDPH/CTCP funding priorities and/or legal administrative limitations. Continued funding for the grant will be dependent upon successful grant performance. Performance will be evaluated based on required progress reports.
