Admin 20-10206 Tobacco Product Waste White Paper

The California Department of Public Health, California Tobacco Control Program intends to award a contract to San Diego State University Research Foundation in response to Solicitation Admin 20-10206, Tobacco Product Waste White Paper.

The California Department of Public Health, California Tobacco Control Program (CDPH/CTCP) is soliciting proposals from eligible, experienced agencies to coalesce existing research from peer reviewed literature, government reports, organizational reports, tobacco industry documents, key informant interviews, and other sources in order to produce a white paper for use by decision makers and public health advocates that (1) summarizes the effects of tobacco product waste on the environment and humans; (2) summarizes the role tobacco product waste may play in contributing to social disorder and stress in urban and disadvantaged communities: (3) describes the role of the tobacco and vape industry in producing and maintaining tobacco product waste; and, (4) describes recommendations for action that focus on upstream solutions that go beyond anti-litter campaigns and ash can approaches to the tobacco product waste problem.

A. Organizational Type and Conditions

        The following entities and organizations are eligible to apply for this Solicitation:

1. Any public or private nonprofit organizations must certify their eligibility to claim nonprofit status.
2. Agencies able to certify that no conflict of interest with tobacco, e-cigarette, cannabis, or related industries exists. (see Appendix 1: Certification of No Conflict of Interest with Commercial Tobacco, Electronic Cigaette, or Cannabis Industries).
3. Agencies able to certify that they are in good standing, fiscally stable, and qualified to conduct business with the State of California.

B. Required Experience

        Proposer must demonstrate at least three (3) years of experience in each of the following:

1. Environmental justice and public health, including work that demonstrates an understanding of the role community norms have on influencing individual behavior change;
2. Writing and publishing informational or research reports on environmental and/or public health issues;
3. Collaborating with government, non-profit, or non-governmental organizations on environmental justice and public health issues;
4. Research methods, including literature reviews, key informant interviews, and data analysis.

*CDPH can revise dates and release an addendum at any time during the solicitation process.

**Final award cannot be made until all appeals have been resolved.

The anticipated funding available is up to $150,000. Proposals must be for the entire 12-month period and shall not exceed $150,000. Funding is contingent upon available revenues, appropriation by the Legislature and the Governor, multi-year spending authority, and CDPH/CTCP funding priorities and/or legal or administrative limitations. Continued funding for the contract will be dependent upon successful Contractor performance. Performance is based on the required monthly progress report.
