Media 20-10219 Public Relations Campaign

The California Department of Public Health, California Tobacco Control Program, intends to award a contract to We Are Rally, Inc. in response to Request for Proposals 20-10219, California Tobacco Control Program Public Relations Campaign.

The purpose of this Solicitation is to award a single contract to a public relations (PR) agency to conduct the statewide CTCP PR campaign. The PR campaign will target the general market and specific ethnic and priority population markets.

Minimum required qualifications for PR agencies include: a currently operating, full-service, California-based office that has been in business since January 1, 2015, and has had minimum annual gross billings of $2 million in two of the past three years; evidence of financial stability; and no conflict of interest with the tobacco, electronic cigarette, cannabis or related industries.

Approximately $4.8 million is estimated to be available over the four-year period, with one (1), one-year optional extension.

Funding for this procurement is contingent upon available revenues in the Governor’s Budget for fiscal year (FY) 20-21 and subsequent FYs.
