The California Department of Public Health, California Tobacco Control Programs (CDPH/CTCP) is soliciting proposals from proposers that are able to conduct a comprehensive evaluation of statewide Tobacco Control Media Campaign to assess the implementation and effectiveness of media campaign in support of efforts to change the tobacco-related social norms, end the tobacco epidemic and ultimately reduce the morbidity and mortality caused by tobacco use. The services include developing an evaluation plan, collecting and interpreting new information and data, using and interpreting existing data, conducting statistical analysis and reporting the results to CTCP.

CTCP intends to make a single contract award to the most responsive and responsible proposer earning the highest score. This procurement is open to all eligible proposers and/or individuals that meet the qualification requirements, including nonprofit organizations, State or public universities (including auxiliary organizations) and other entities.

The successful proposer shall have demonstrated experience in evaluating public health media campaigns. However, additional expertise may be gained by proposing a team of subcontractor(s) to provide the range of expertise required under this contract.
