Minimum required qualifications for PR agencies include: a currently operating, full-service, California-based office that has been in business since January 1, 2013, and has had minimum annual gross billings of $1.3 million in two of the past three years; evidence of financial stability; and no conflict of interest with the tobacco, electronic cigarette, or related industries.  

Approximately $2.6 million is estimated to be available over the four-year period. 

Funding for this procurement is contingent upon available revenues in the Governor’s Budget for fiscal year (FY) 16-17 and subsequent FYs.
