The purpose of these Guidelines is to provide guidance to the California Health Collaborative as the designated Merced Local Lead Agency (LLA) in the development of a 2013-17 Plan as required by California Health & Safety Code (HSC) Sections 104375 (h), 104380, 104400, 104405 through 104415.
