EVAL 12-10305 California Tobacco Advertising Study & Retail Environment Campaign Evaluation Survey

STANFORD PREVENTION RESEARCH CENTER

Purpose

The California Department of Public Health (CDPH), California Tobacco Control Program (CTCP) requests applications in response to the Solicitation from qualified research agencies that can provide full service to develop survey tools, train data collectors, and conduct data analysis for the statewide CDPH/CTCP Retail Environment Campaign Evaluation Survey (RECES) and the California Tobacco Advertising Study (CTAS). The emphasis of the Solicitation process is to identify the agency most capable of providing technical assistance and implementing two innovative data collection efforts: to assist local health departments to conduct a baseline evaluation survey for the CDPH/CTCP Retail Environment Campaign (REC); and to conduct a statewide survey monitoring tobacco advertising in California retail stores. The goal is to monitor the retail environment throughout the state, evaluate the statewide REC within California health jurisdictions, and disseminate the research findings among CDPH/CTCP-funded programs.

Eligibility

Nonprofit organizations having the capacity to conduct expert surveillance and evaluation to the extent identified in this procurement are eligible. Private and public organizations that include state universities and colleges are eligible. 

An organization that receives funding from a tobacco company or a tobacco company subsidiary during the term of this agreement is not eligible (universities and colleges are exempt from this requirement).

Principal Investigators (PI) from a college or university are not eligible for funding under this Solicitation if within the last five years from the contract start date or during the term of the contract, the PI has an affiliation or contractual relationship with a tobacco company or subsidiary and receives funding from that company or subsidiary. Acceptance of such funds during the term of the contract is grounds for termination. The PI’s certification to this effect is required at the time the application is submitted.

Eligible organizations may submit an application in response to this Solicitation as a single contractor or as a consortium. The consortium is to consist of a prime contractor responsible for all contract terms and conditions and supervision of one or more subcontractors.

Selection Criteria

Application responses to the Solicitation will be evaluated by a committee assembled by the California Tobacco Control Program (CTCP). The committee may include representatives of the California Department of Public Health (CDPH), the California Evaluation Task Force, State Research Scientists, and survey & research study experts. Each application that complies with the mandatory requirements will be evaluated and scored. Each application will be scored on a scale of 0 to 100 points and will receive a final review group consensus score. Solicitation responses receiving a final group consensus score of 75 points or more will be considered for funding. However, receiving a final group consensus score totaling 75 points or more will not guarantee funding or funding at the level requested in the proposal.
