Minimum eligibility criteria includes a full-service public relations agency with a California-based office that has been in business since January 1, 2005 or longer, $2.5 million minimum annual public relations gross billings in two of the past three years, and no conflicts of interest with the tobacco industry.  See Section II and III of the RFP for a full description of eligibility and selection criteria.
