Notice of Intent to Award a Contract in Response to Request for Proposals (RFP) 25-10027, California Tobacco Prevention Program (CTPP) Public Relations Campaign.

After completing the review of all proposals submitted in response to RFP 25-10027, the California Department of Public Health, California Tobacco Prevention Program (CDPH/CTPP), has selected and hereby intends to award a contract to the following proposer:

This Notice of Intent to Award should not be considered as a binding commitment by the issuing department. CDPH/CTPP appreciates the efforts of all proposers.

The purpose of this solicitation is for CDPH/CTPP to receive proposals from qualified public relations (PR) agencies in order to award a single contract to conduct the statewide PR campaign. The selected Contractor is responsible for creating a statewide PR campaign based on Exhibit A, entitled “Scope of Work,” which builds upon the strengths and current strategies of the long-running CTPP media campaign while introducing fresh, innovative ideas that will propel the campaign into its next evolution.

Approximately $7.5 million is estimated to be available over the five-year period.

Funding for this procurement is contingent upon available revenues in the Governor’s Budget for fiscal year (FY) 25-26 and subsequent FYs.
