The purpose of the Reducing Tobacco-Related Disparities in American Indian and Alaskan Native Communities Request for Application (RFA) is to prevent and reduce the use of commercial tobacco products among California’s American Indian/Alaskan Native communities. The term “tobacco” used in this RFA refers to commercial tobacco products. This RFA does not seek to impinge upon the sacred use of traditional or ceremonial tobacco in American Indian communities.

Non-profit organizations serving American Indian/Alaskan Native communities, including Tribal Consortiums located and working within California, are eligible to apply for these funds. Applicants must be non-profit entities located within California. No grants will be awarded to individuals or informal groups of individuals.

Organizational Type:

1. California public or private non-profit entities are eligible to apply for these funds. Non-profit organizations must have 501(c)(3) status and be located and working within California.
   1. Tribal Consortiums, defined as a non-profit partnership between two or more tribes authorized by governing bodies of those tribes to apply for and receive assistance, are eligible to apply.
   2. Tribally owned colleges and universities located in California are eligible to apply.
   3. Applicants claiming private non-profit status must submit proof of their non-profit status with their proposal. Either certification from the State of California, Office of Secretary of State, or a letter from the Department of Treasury, Internal Revenue Service classifying the agency as a non-profit agency is acceptable proof. For examples, please see Appendix 3: Sample Non-Profit Status Letter.
2. Federally Recognized California Tribal Governments per the Office of the Tribal Advisor listing, Tribal Government Agencies, and Tribal Joint Power Authorities are not eligible to apply for these funds.
3. Local Lead Agencies, local health departments, public and private colleges and universities, county offices of education, school districts (K – 12 schools), and State of California and federal government agencies are not eligible to apply.

Selection Criteria:

Each application passing Stage One: Administrative and Completeness Screening, will be evaluated and scored according to the selection criteria by a review committee on a scale of zero to 100 points. The review committee may include representatives of the California Department of Public Health, other state agencies, and non-scoring subject matter experts. To be eligible for funding, an application must receive a score of 75 points or more. However, scoring 75 points or more does not guarantee funding or funding at the level requested. CTCP reserves the right to not fund any of the applications received for this RFA.

Funding decisions may also be made to ensure:

• No duplication or overlap of efforts with existing CTCP-funded projects.
• Adequate representation of the indicators addressed.
• Balanced representation of the types of organizations funded.

Funding will be available from the California Healthcare, Research, and Prevention Tobacco Act of 2016, Proposition 56, and/or Health Education Account, Proposition 99. The maximum availability of funds to be distributed to projects under this RFA is anticipated to be $24,000,000 for the 60-month grant period. Individual grant awards are anticipated to range from $200,000 to $400,000 per 12 month period or a total of $1,000,000 to $2,000,000 for the 60-month grant term. Funding is contingent upon available revenues and appropriations by the Legislature and the Governor’s Budget for fiscal year (FY) 2020-21 and subsequent FYs. If full funding does not become available, the California Tobacco Control Program may cancel the grant or amend it to reflect the decreased funding and reduced deliverables.
