The purpose of this Request for Application (RFA) is to fund up to four (4) regional grants to address African American/Black population groups. The funded grant(s) will implement and evaluate evidenced based health promotion and health communication activities designed to reduce tobacco and nicotine use, tobacco-related disease rates, tobacco-related health disparities, and to develop a stronger evidence base of effective tobacco use prevention and reduction programs among African American/Black population groups highly impacted by tobacco use with the goal of reducing tobacco-related disparities.

Eligibility

• California public or private non-profit entities are eligible to apply for these funds.

• Eligible entities include, but are not limited to: local health departments, hospitals, community clinics, voluntary health organizations, colleges and universities, county offices of education, school districts, health maintenance organizations, professional health associations, and professional health education associations.

• Non-Local Lead Agency (LLA) Applicants: May submit an Application reflecting a consortium of up to three (3) agencies, including the prime Applicant. Each member of the consortium must be located and/or working in one or more of the counties within the region. Consortium partners do not need to be funded equally. If a consortium application is submitted, the lead organization must be the Applicant that will serve as the administrative hub for the consortium partners.

• LLA Applicants: Pursuant to H&S Code Section 104440, Local Lead Agencies (LLAs) are ineligible for awards under the competitive grants program unless the applicant is a participant within a consortium of community-based organizations or non-profit agencies. Each member of the consortium must be located and/or working in one or more of the counties within the region. Consortium partners do not need to be funded equally. If a consortium application includes a LLA, the LLA must be the Applicant agency and serve as the administrative hub for the consortium partners. A LLA consortium applicant should include no more than two additional partners. In a LLA consortium application, the LLA may not be the recipient of more than one-third of the budget request. Ineligible applications will not be reviewed.

• State of California agencies other than state universities, colleges, and community colleges are not eligible.

• Agencies that previously applied for RFA #17-10569 are eligible to apply.

Selection Criteria

Each application passing Stage One will be evaluated and scored according to the selection criteria by a review committee on a scale of zero to 100 points. The review committee may include representatives of CDPH, other state agencies, and non-scoring subject matter experts. To be eligible for funding, an application must receive a score of 70 points or more. However, scoring 70 or more does not guarantee funding or funding at the level requested. CTCP reserves the right to not fund any of the applications received for this RFA. Funding decisions may also be made to ensure:

• No duplication or overlap of efforts with existing CTCP-funded projects.

• Adequate representation of the indicators addressed.

• Balanced representation of the types of organizations funded.

Funding will be available from the California Healthcare, Research, and Prevention Tobacco Act of 2016, Proposition 56. The total amount of funding available is estimated to be $6,705,540, for the 60-month grant period. Funding is contingent upon available revenues and appropriations by the Legislature and the Governor’s Budget for fiscal year (FY) 2018-19 and subsequent FYs. Local Lead Agencies (LLA) are ineligible to apply for this RFA unless the LLA is a participant within a consortium of community-based organizations or nonprofit organizations.
