The California Department of Public Health, California Tobacco Control Programs (CDPH/CTCP) is soliciting proposals from proposers that are able to conduct a comprehensive evaluation of statewide Tobacco Control Media Campaign to assess the implementation and effectiveness of media campaign in support of efforts to change the tobacco-related social norms, end the tobacco epidemic and ultimately reduce the morbidity and mortality caused by tobacco use. The services include developing an evaluation plan, collecting and interpreting new information and data, using and interpreting existing data, conducting statistical analysis and reporting the results to CTCP.

CTCP intends to make a single contract award to the most responsive and responsible proposer earning the highest score. This procurement is open to all eligible proposers and/or individuals that meet the qualification requirements, including nonprofit organizations, State or public universities (including auxiliary organizations) and other entities.

The successful proposer shall have demonstrated experience in evaluating public health media campaigns. However, additional expertise may be gained by proposing a team of subcontractor(s) to provide the range of expertise required under this contract

Eligibility

Public and private organizations having the capacity and capability to conduct evaluation to the extent identified in this Solicitation are eligible. Any proposer that accepts funding from a tobacco company or one of its subsidiaries or has an affiliation or contractual relationship with a tobacco company or one of its subsidiaries during the term of this contract is not eligible for these funds.  For colleges and universities, this requirement applies specifically to the Principal Investigator and any investigators associated with the funded project; this requirement applies during the term of the project and for a five-year period preceding the start date of the contract.  Certification to this effect is required.  The above does not apply where an organization receives funds from a tobacco entity pursuant to a court order, a statutory directive, or a negotiated settlement between the California Attorney General’s Office and a tobacco company entity.

Selection Criteria

Each application that complies with the administrative requirements and completeness will be evaluated and scored according to the selection criteria by a review committee on a scale of 0 to 100 points. The review committee may include representatives of CDPH/CTCP, voluntary health organizations, government organizations, public and private non-profit organizations, and state colleges and universities. To be eligible for funding a proposal must receive a score of 75 points or more.  However, scoring 75 or more does not guarantee funding or funding at the level requested. CTCP reserves the right to not fund any of the applications received for this Solicitation.

Up to $5,000,000 is available to fund the activities required in the Media Campaign Evaluation Detailed Minimum Required SOW (See more information in Section II.SCOPE OF WORK and Appendix 1).  Proposals must be for the entire 60 months period and may not exceed $5,000,000.  Funding is contingent upon available revenues, appropriation by the Legislature and the Governor, multi-year spending authority, and CDPH/CTCP funding priorities and/or legal or administrative limitations.  Should additional funding become available, CDPH/CTCP reserves the right to modify the agency SOW for additional work consistent with the goals of the Media Campaign Evaluation.
