  Step 4. Fill out Request to Apply forms and submit.
  
  Step 5. Receive approval notification from CTCP. Once approved you will be able to login to OTIS and begin the application process for a specific procurement.

The California Department of Public Health (CDPH), California Tobacco Control Program (CTCP), through this Request for Proposals (RFP) is seeking one qualified public or private nonprofit agency to operate and maintain a statewide California Tobacco Control I-Clearinghouse (CTCIC) to manage tobacco control information in a timely, efficient manner that is very accessible to not only CTCP contractors working on tobacco control issues in California, but also other advocates across the nation.

Services will consist of, but are not limited to: 1) a reference and lending library, 2) a subject matter expert and training linkage network, 3) access to production facilities including printing, publication and distribution services, and 4) coordination of a systematic flow of information sharing between local, state, and national agencies.

CTCP is seeking a Primary Agency with a highly-qualified staff and strong information technology, production, distribution, and library/information management skills. The Primary Agency will collect, analyze, process, synthesize, prepare, promote, and disseminate current prevention, intervention, and related literature on tobacco and other cross-cutting issues to a wide array of customers.

The target audience for these services is primarily agencies in California receiving funds for tobacco-use prevention education; the secondary audience is other state and national agencies and institutions.

CTCP intends to make a single contract award to the most qualified proposer complying with the provisions of this RFP.

Eligibility & Selection

Eligibility
1. Any public or private non-profit agency is eligible to apply for this contract to operate and maintain a clearinghouse and resource center. Only one application may be submitted per organization/organization unit. For applicants claiming private non-profit status, either a certification from the State of California, Office of Secretary State, a letter from the Department of the Treasury, Internal Revenue Service (IRS), or other documentation from a state regulatory oversight agency classifying the administrative agency as a public or private non-profit must be included with the submission of the application. A sample State of California Secretary of State, Statement of Information form and a sample letter from the IRS are provided in the Appendices section of TCFOR. Applications from public organizations (e.g., city, county, and universities) are not required to submit documentation to certify non-profit status.

Pursuant to H&S Code Section 104440, local lead agencies (LLAs) are ineligible for awards under the competitive grants program unless the LLA is a participant within a consortium of community-based organizations or non-profit agencies. Consortium members must be represented in the scope of work and budget in approximately equal proportions. Ineligible applications will not be reviewed.

2. State of California agencies other than state universities, colleges, and community colleges are not eligible.

3. Any agency that receives funding from, or has an affiliation or contractual relationship with a tobacco company, any of its subsidiaries, or parent company, during the term of the contract, is not eligible for funding under this RFP. Agency certification to this effect is required at the time the proposal is submitted.

4. To avoid any real or apparent conflict of interest on the part of the proposed Contractor or any of its proposed subcontractors, or employees, officers and directors of the proposer or its proposed subcontractors, Agency certification to this effect is required at the time the proposal is submitted.

5. With regard to universities or colleges, the Principal Investigator (PI) of the university or college must certify that he/she or any of the investigators associated with the contract (either paid, voluntary, or in kind) have not received funding from nor had an affiliation or contractual relationship with a tobacco company, any of its subsidiaries, or parent company within the last five (5) years prior to the start date of the contract period. In addition, the PI of the university or college must certify that he/she or any of the investigators associated with this contract will not accept funding from, nor have an affiliation or contractual relationship with a tobacco company, any of its subsidiaries, or parent company during the term of the contract with CTCP. Acceptance of such funds during the term of the contract is grounds for termination. The PI’s certification to this effect is required at the time the proposal is submitted.

Selection Criteria
Each proposal that complies with the mandatory requirements will be evaluated and scored by CTCP staff and one or more external peer reviewers. Each proposal will be scored on a scale of 0 to 100 points and will receive a final group consensus score. Proposals receiving a final group consensus score of 75 points or more will be considered for funding. However, receiving a final group consensus score totaling 75 points or more will not guarantee funding or funding at the level requested in the proposal.
