CTCP 10-95121 Statewide Youth and Young Adult Advocacy, Training and Technical Assistance.

Award a single contract to operate and maintain a youth and young adult project to provide tobacco-related advocacy, educational materials and technical assistance (TA) and training.  The recipients of these services are California Tobacco Control Program (CTCP) funded agencies (local health departments, community-based organizations, and other statewide training and technical assistance agencies) who operate tobacco control-related projects throughout California.

Eligibility

1.  Any public or private non-profit agency is eligible to apply.  Proposers may include, but are not limited to, hospitals, community clinics, local health departments, voluntary health organizations, Indian tribes, colleges and universities, county offices of education, school districts, health maintenance organizations, professional health associations, and professional health education associations.  Pursuant to H&S Code Section 104440, local lead agencies (LLAs) are ineligible for awards under the competitive grants program unless the LLA is a participant within a consortium of community-based organizations or non-profit agencies.
2. State of California agencies other than state universities, colleges, and community colleges are not eligible.
3. Any agency that receives funding from, or has an affiliation or contractual relationship with a tobacco company, any of its subsidiaries, or parent company, during the term of the contract, is not eligible for funding under this RFP.  Agency certification to this effect is required at the time the proposal is submitted. With regard to universities or colleges, the Principal Investigator (PI) of the university or college must certify that he/she or any of the investigators associated with the contract (either paid, voluntary, or in kind) have not received funding from nor had an affiliation or contractual relationship with a tobacco company, any of its subsidiaries, or parent company within the last five (5) years prior to the start date of the contract period.  In addition, the PI of the university or college must certify that he/she or any of the investigators associated with this contract will not accept funding from, nor have an affiliation or contractual relationship with a tobacco company, any of its subsidiaries, or parent company during the term of the contract with CTCP.  Acceptance of such funds during the term of the contract is grounds for termination.  The PI’s certification to this effect is required at the time the proposal is submitted.

Selection Criteria 

 Each proposal that complies with the mandatory requirements will be evaluated and scored by CTCP staff and one or more external peer reviewers.  Each proposal will be scored on a scale of 0 to 100 points and will receive a final group consensus score.  Proposals receiving a final group consensus score of 75 points or more will be considered for funding.  However, receiving a final group consensus score totaling 75 points or more will not guarantee funding or funding at the level requested in the proposal.

Approximately $1.5 million are expected to be available for this RFP.  Award amounts are contingent upon the use of multi?year spending authority and available revenues.  Funding is contingent upon available revenues and appropriation by the Legislature and the Governor.  CTCP reserves the right to negotiate additional work that is consistent with the work components identified in Section II: Work Statement of this RFP and to increase the award by $750,000 for a total award amount of $2.25 million, should additional funding become available.
